In the attention of the Applicants to Call #3 - Clarifications regarding the Annex 2a - Project budget, Correlations+Limitations worksheet
- In case the total value of the budget (grant + co-financing) exceeds the maximum amount allowed for the selected type of grant, please DO NOT take into account the message The maximum amount allowed for the selected type of grant you want to apply is exceeded, if all other messages are “OK”, in the Correlations+Limitations worksheet.
- In case a strategic grantis selected, please DO NOT take into account the message The maximum grant amount allowed is exceeded. Please correct the budget that appears in the Correlations + Limitations worksheet, in the section "Organizational development costs". The formula from the centralizer takes into consideration a maximum 20% of organizational development costs from the total eligible project costs, which is not valid in the case of strategic grants, according to the Guidelines for Applicants.
The objective of this Call is to support and advance monitoring, advocacy and watchdog activities at local and/or central levels.
The Call is launched under the Programme Outcome 1 - Strengthened democratic culture and civic awareness and covers two areas of support of the Active Citizens Fund in Romania, respectively „Democracy, active citizenship, good governance and transparency” and „Environment and climate change”.
Eligible applicants are exclusively legally established Romanian non-governmental and non-profit organizations (NGOs).
Project grant rate can be up to 90% of the total eligible costs of the project.
ELIGIBLE PROJECTS
- Medium and Large grants
There are supported measures to enhance citizens’ involvement in NGOs’ watchdog, monitoring and advocacy activities.
Projects empowering citizens to become more active and responsible in influencing policies, in supporting the rule of law principles, acting against and reporting the infringement of civic rights, in identifying and reporting corruption, identifying and reacting to fake news, in respecting freedom of expression , or in tackling climate change are also supported.
There are strongly encouraged partnerships between NGOs active in the same or in other complementary fields of activity, active at local level, as well as with other stakeholders.
Protection of the environment and climate change shall be supported only as part of measures to promote civic participation, advocacy, social innovation and active citizenship.
- Strategic grants
Networks/coalitions/platforms are supported to implement long terms strategies in relevant fields of activities.
The supported projects should mandatory include results in two directions:
- Systemic changes/preserving the status quo in relevant fields of activity - pursue the advocacy/ monitoring role at regional or national level, be involved in the elaboration of public policy, in monitoring public institutions, in developing dialogue and ongoing relationships with authorities and relevant stakeholders
and
- Capacity building - strengthen organizational effectiveness (internal capacity) to better serve the interests of their constituencies, members and public.
